Every child develops differently, so it can be hard to know what’s normal.
According to the CDC’s Developmental Milestones, you should be concerned if your child displays certain behaviors. If you have any doubts your child may be experiencing any Developmental Concerns, it's best to seek a no-cost evaluation as soon as possible. The first few years of life are crucial to every child’s development. If your child qualifies for early intervention, these free services can help them develop the skills they need to thrive throughout their lives.

What Happens After My Evaluation Request?
1. Once your request has been submitted you will receive a phone call from Service Access & Management, Inc. (SAM) within 45 days to schedule an intake. At the intake, a service coordinator will come to your home to learn more about your child, help you complete application paperwork, and provide more information on early intervention.
2. Once your intake is completed, SAM will schedule a multidisciplinary evaluation (MDE). An independent assessment team (not from Happy Hearts) will come to your home to perform an evaluation and determine whether your child is eligible for early intervention by assessing five areas of your child's development:

Adaptive development/self-help skills

Cognitive development

Physical development
-
Social and emotional development
-
Speech and language development.
3. After the evaluation, the assessment team will discuss whether your child meets at least one of Pennsylvania’s eligibility requirements:

A 25% (or higher) delay in any of the five developmental areas

A known condition that puts the child at a high risk of a developmental delay

If the specialists don’t believe your child’s delays were accurately captured during the assessment, they may used Informed Clinical Opinion to qualify them for the program
4. If your child qualifies for early intervention services, you have the right to select an agency of your choice. Please tell your service coordinator that you choose Happy Hearts so our team has a chance to work with your family. We would be honored to take his journey together! After you’ve selected an agency, your service coordinator will explain the next steps, which include completing an Individualized Family Service Plan (IFSP) to set goals that Happy Hearts will help you and your child work towards.
